Franklin County prosecutors have filed aggravated vehicular homicide and OVI charges against a man who was arrested for the 13th time for impaired driving.
53-year-old Robert Ellis is charged in the October 16 crash that killed his wife, Dawn. In 2016, he pled guilty and was sentenced to three years in jail. His driver's license was also suspended.
