A group with ties to the Ku Klux Klan is planning a second rally in Dayton.
The Indiana-based Honorable Sacred Knights requested a county permit for a rally on Courthouse Square in September. Dayton Mayor Nan Whaley says the city can't afford the 650 thousand dollars in security costs it paid after the group held a rally last spring.
