The Ohio EPA warned Toledo city leaders months ago the Collins Park Water Treatment Plant was vulnerable to potential failures. In a letter dated June 9th obtained by the Toledo Blade, Agency Director Craig Butler wrote city officials about the problem. Toledo Mayor Michael Collins says the recent water ban was caused by toxic algae blooms, not conditions at the plant.
