A federal district judge has formally ended a lawsuit against Franklin County alleging jail guards regularly used tasers on inmates who posed no threat. The judge concluded the case at the request of Disability Rights Ohio, the Justice Department and the county. The Justice Department and Disability Rights Ohio have monitored the county's use of tasers since a court-approved settlement in 2011.
