A new report from a legislative watchdog agency says the Southern Ohio Correctional Facility near Lucasville continues to be the state's most violent. The Correctional Institution Inspection Committee says the state's death house is troubled by gang activity, drug use and inmate complaints of excessive use of force by guards. There were 409 assaults on staff and other inmates last year at the facility, 14 more than in 2014. The committee says prison educational programs are significantly below those at other facilities and access to its library has been restricted.
