Columbus City Council is expected to approve legislation giving the financial-services firm Morgan Stanley tax breaks to create 300 jobs over the next few years as part of an expansion of its offices in the Easton area. Hiring will begin later this fall. The jobs will be in support roles. Council is scheduled to vote on the tax break legislation at its November 21 meeting. Last month, Morgan Stanley reported quarterly revenue of 8.9 billion dollars.
