The city of Washington Court House is trying to fight the opioid epidemic by citing drug users who are revived with naloxone. Police last February began citing people for inducing panic if responders revive them. At least seven people have been issued summonses so far. City Attorney Mark Pitsick says the strategy is aimed at giving authorities a way to track people who overdose and offer them help. People who call 911 for an overdose or people who are with the drug user won't be charged.
