The Ohio House has approved a bill restricting the ability of small villages to cite and fine motorists for speeding. The bill blocks small villages lacking mayor’s courts from imposing fines greater than what would be charged in municipal court. Backers say these villages are speed traps, and they cite the western Franklin County village of Brice as one example. The village collects 100 thousand dollars in fines each year. The bill now goes to the Ohio Senate.
