Ohio Governor John Kasich has rejected clemency for the first death row inmate scheduled for execution next year under a new lethal injection process. Kasich has also delayed the execution of Ronald Phillips until February 15 following a federal judge's order temporarily halting executions. Kasich also rejected clemency for and rescheduled the execution of Raymond Tibbetts from February to April 12.
