The Ohio Parole Board has rejected clemency for the first death row inmate scheduled for execution next year under a new lethal injection process. 43-year-old Ronald Phillips of Akron is set to die January 12 for the 1993 rape and killing of his girlfriend's 3-year-old daughter. Governor John Kasich has the final say. Phillips' attorneys said their client is not one of the worst offenders. Summit County Prosecutor Sherri Bevan Walsh says Phillips consistently blamed others for his actions. The board also rejected clemency for Phillips in 2013.
