While the number of reported hate crimes dipped slightly in 2018, violence against individuals rose to a 16-year high, according to numbers released Tuesday by the FBI.

The FBI's annual tally counted 7,120 hate crimes reported last year, 55 fewer than the year before. The main concern for extremism trackers, however, is the rising level of violence — the report showed an increase in the number of "crimes against persons," such as intimidation, assault and homicide.

The FBI is investigating some 850 cases of domestic terrorism and considers it serious and persistent threat, the FBI's Michael McGarrity told the House Committee on Homeland Security on Wednesday.

McGarrity and his fellow national security officials then went on to explain to committee members why the U.S. doesn't have an explicit law allowing the federal government to criminally charge extremists with domestic terrorism.

Violent crime stayed essentially flat last year, according to statistics just released by the FBI. Those crimes were down by 0.2 percent last year, after a sharp increase of more than 5 percent the year before.

That means violent crime has essentially plateaued at a level higher than the lows of a few years ago — but is still substantially lower than the high rates of the 1980s and 1990s.

The FBI has issued its final report on last year's terrorist attack at Ohio State University.

The number of hate crimes reported last year rose by 4.6 percent compared to the previous year, according to data released Monday by the FBI.

The total tally of hate crimes in 2016 was 6,121, compared to 5,850 in 2015. More than half of those incidents were motivated by the victim's race.

The FBI statistics are based on voluntary reporting by nearly 16,000 local law-enforcement agencies. Civil-rights groups, however, say the figures are deeply flawed because of what they say is systemic under-reporting.
